The Pasadena Police Officers Association dedicates this memorial to the Pasadena police officers who died on-duty or off-duty while in active service. They are truly missed and we are grateful for their dedication and service.

Officer Richard Frank Morris

3/11/40 to 3/13/69

Officer Luis Fernando Barrios

9/15/56 to 6/3/83

Luis Barrios was born in Mexico on Sept. 15, 1956. He went to Los Angeles High School, where graduated with honors. While in high school, Luis was commander and eventually colonel of the ROTC group. He attended Los Angeles Community College and was working on his bachelor's degree at UCLA while working as a police officer.

Luis was hired as a police cadet in 1978 where he remained until his 21st birthday. In 1979, he was promoted to police officer by Chief Bob McGowan. Luis was fluent in Spanish, English and sign language. He also volunteered as a counselor at SAFE, Stop Abusive Family Environments here in Pasadena. Luis was killed in an off-duty traffic collision in Duarte on June 3, 1983. He is greatly missed.

Officer Keith O'Neal Washington

11/20/63 to 4/19/88

Keith Washington was born Nov. 20, 1963 and grew up in Los Angeles. He graduated from Crenshaw High School where he played several sports. He excelled in baseball and in 1982, after attending Southwest Community College, he was drafted by the Montreal Expos and played for two years. After leaving baseball, he became a police officer for the city of Vernon. On Oct. 6, 1986, while looking for a greater challenge he lateraled to the Pasadena Police Department. Keith was assigned to the field operations section of the department where he made several excellent arrests. He was often asked to work as an undercover officer buying narcotics throughout the city. He was also part of the Pasadena Police Olympics team. Keith Washington was killed on his personal motorcycle while en-route home from court on April 13, 1988. He was survived by his parents and his fiancée. All of us who knew Keith miss a great person and a wonderful police officer.

Officer David Sterling Weiner

6/8/59 to 5/31/95

David Sterling Weiner was born June 8, 1959 in Los Angeles. He spent most of his formative years growing up in the San Fernando Valley where he attended El Camino Real high School. Dave transferred to the Pasadena Police Department after spending three years with the Los Angeles City Housing Authority. Dave worked patrol, community services, and employment services. During his tenure with the police department, David became certified as a Glock Instructor and armorer. He was one of the first members of the department's firearms team. He loved guns and was an avid gun collector. Dave died on May 31, 1995 and is missed by his PPD Family.

Officer Alfredo Lozano

4/21/66 to 8/19/98

Alfredo Lozano was born April 21, 1966, in Los Angeles to Guadalupe Suarez and Alfredo Lozano. He was the oldest of two children. Alfredo graduated from John Marshall High School in Los Angeles in June 1984. He was an avid football player and played football for his alma mater. After graduating from high school, he obtained a degree in public administration from the University of Southern California in May 1989. Alfredo joined the Pasadena Police Department in October 1989 and during his tenure as a police officer, he worked in various units such as patrol, community services, and the special enforcement section. He was also a member of the department's critical incident response team. Alfredo was an example to all those around him. He was adored by his family, respected by his peers, admired by his supervisors and was dearly loved by all those whose lives he touched. He is not only missed by his natural family, but by his police family as well.

Officer Corneal Howard Milloy

11/11/59 to 9/4/00

Corneal Howard Milloy was born Nov. 11, 1959. He grew up in raised in Pasadena, Calif., and attended Pasadena High School, Pasadena City College, and later attended Iowa State University, majoring in broadcasting. Corneal's law enforcement experience started in 1988 as an officer with the Pasadena Police Department. During his 12-year tenure, he worked in the neighborhood task force, community policing project, and served as a board member of the Pasadena Police Association. If you knew Corneal, you know he had a huge heart and really cared about people and their feelings. He received numerous accommodations and received a Gold Award of Merit for his bravery and heroics in rescuing a victim from a burning vehicle while off-duty. Corneal was very humorous which was evident by the nicknames that were given to him by family and friends (Tody, Captain Heat, Robocop, and Blockhead to name a few). He was truly loved and is missed by all who knew him. He leaves behind three children, Mario D. Milloy, Mia A. Milloy and Amara S. Milloy as well as a great number of aunts, uncles, nieces, nephews to family and friends.

Officer Kyle Russell Ballard

07/04/75 to 2/24/06

Kyle Ballard was born in Arcadia on July 4, 1975 to William and Karen Ballard. Kyle grew up in Monrovia and graduated from Monrovia High School. He later attended and received a Bachelor of Arts degree from Cal Poly Pomona. Kyle was hired by the Pasadena Police Department on August 10, 1998 and was assigned to the patrol section.  In 2001, Kyle was assigned to the special enforcement section in February 2001. During his time in SES, Kyle worked as a gang officer, member of the critical response team, a special weapons instructor, and an emergency medical technician. He was not only an integral member of the police department, but also a servant to the community, a mentor and close friend to many. As an active member of the community both on and off-duty, he received numerous accolades from the community and police department. Kyle is survived by his wife Laurie and three young sons Ethan, Andrew, and Owen. Kyle is greatly loved and will be missed not only by his family but also by his police family, friends, and the community he served.

Officer Karla Gligorijevic

07/12/76 to 3/10/08

Karla Gligorijevic was born in Veracruz, Mexico, to Alberto and Cecilla Diaz-Ceballos. Karla grew up in Pasadena and graduated from John Marshall High School. Karla later attended Pasadena City College, where she began studying criminal justice. In 2001, Karla was hired by the Los Angeles County Sheriff's Department. In 2003, Karla joined the Pasadena Police Department and worked in the Field Operations Division. Karla became in expert in DUI arrests and was honored in 2004 by Mothers Against Drunk Drivers. Karla was committed to physical fitness and participated in the annual Baker to Vegas Relay Challenge.

Karla was always dedicated to her family and enjoyed spending time with her nieces and nephews. While at Pasadena Police Department, Karla met and married Officer Mike Gligorijevic. Karla is survived by Mike, their daughter, Madelin, her parents, sisters and brother. Karla is greatly loved and will be missed not only by her family but also by her police family, friends, and the community she served.
